The Malaysian government plans to recognise the Malaysian Skills Certificate (SKM) as equivalent to the Malaysian Certificate of Education (SPM). Policy Paper for Cabinet Review

Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi announced that a policy paper detailing the proposed recognition of SKM as equivalent to SPM will be submitted to the Cabinet. This paper is expected to be discussed and deliberated upon by the Cabinet within a two-week timeframe from the announcement. The intent is to formally establish the parity between the two certification systems.
SKM Levels 1-4 Equivalence

The policy paper will specifically address the recognition of SKM certificates from level 1 up to level 4. This move is part of broader efforts to empower the Technical and Vocational Training (TVET) sector.
Opportunities for Students Without SPM

In conjunction with this equivalence, the government also plans to offer places in TVET programmes for students who do not possess an SPM certificate. Upon completion of these TVET courses, students will receive a certificate that will enable them to enter the job market, whether in the private or public sector. This is intended to reduce the nation's reliance on foreign labour and improve the utilisation of local workers through better skills matching.
