The Parliament Special Select Committee (PSSC) has recommended that the proposed ban on the possession of tobacco or vape products for individuals born from January 1, 2007, onwards, be dropped. Instead, the committee suggests a focus on educational initiatives for a defined period.
Shift to Educational Enforcement Proposed

The PSSC's review of the Control of Tobacco Products and Smoking Bill 2022 led to the recommendation to remove the specific prohibition on possession for the defined age group. This proposed shift is based on the committee's agreement that educational activities should be prioritised. These activities are intended to be implemented administratively and do not require explicit mention within the Bill itself.
Three-Year Educational Implementation Period

As a result of this recommendation, the committee has proposed that Clause 17 of the Bill should be enforced through educational measures for a period spanning three years following the Act's enactment. This approach aims to foster awareness and compliance without immediate punitive measures for possession among the younger demographic.
Fine Reduction and Community Service Included

In conjunction with these changes, the PSSC also recommended a reduction in the general fine for Generational End Game (GEG) offenders. The proposed fine has been amended from RM5,000 to RM500 for sub-clauses 13(4) and 17(2) of the Bill. Furthermore, the committee agreed to include the option of a community service order alongside the reduced fine for these offences.
