This proposed legislation aims to provide comprehensive control over all smoking products, including those containing nicotine used for smoking purposes.
Comprehensive Regulation of Smoking Products

The forthcoming Bill will extend regulatory oversight to all forms of smoking products that contain nicotine. This includes not only traditional tobacco products but also newer forms of nicotine delivery systems, ensuring a holistic approach to controlling nicotine consumption. The MoH has proactively engaged with various stakeholders, including parliamentarians, non-governmental organisations, and professional bodies, to discuss the policies outlined within this new Bill.
Intensified Public Awareness Campaigns

To underscore the dangers associated with smoking and vaping, the MoH plans to significantly ramp up its advocacy efforts. This will be achieved through the Generation End Game Anti-Smoking Plan, known as Gegar. This initiative is designed to raise public awareness regarding the health risks posed by conventional smoking and the use of electronic cigarettes or vaping devices.
Continued Prevention and Cessation Programs

In parallel with legislative efforts, the MoH will maintain its commitment to existing public health strategies. Smoking prevention programmes and smoking cessation interventions will continue to be implemented within educational institutions, fostering collaboration with the Ministry of Education and the Ministry of Higher Education. These programmes aim to create healthier environments and support individuals in quitting smoking.
Excise Duty Implementation for Vaping Products

The recent exclusion of liquid or gel preparations containing nicotine from the List of Poisons was a strategic move preceding the imposition of an excise duty on these products. This decision aligns with the government's announcement in Budget 2023 to tax such items. Consequently, vape liquids with nicotine content are now subject to an excise duty of 40 sen per millilitre, which became effective from April 1. These products are now governed under the Excise Act 1976, which includes provisions for licensing manufacturing and warehousing activities, with penalties for non-compliance.
